In a significant step toward improving the lives of veterans and their families, President Joe Biden signed the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act into law on Thursday evening. This sweeping legislation, hailed as the most comprehensive veterans-focused bill of the 2023-2024 congressional session, introduces crucial reforms to caregiver programs, homelessness services, education benefits, job training, and more.
A Comprehensive Solution for Veterans and Their Families
The bipartisan legislation is a culmination of multiple smaller initiatives rolled into a single, transformative package aimed at addressing long-standing challenges faced by veterans. Named after former Senator Elizabeth Dole, a staunch advocate for veterans and their caregivers, the law is poised to bring meaningful change to millions of lives.
“The men and women who have served have earned access to a VA that prioritizes their needs over bureaucracy,” said House Veterans Affairs Committee Chairman Mike Bost. “This legislation ensures better care, more opportunities, and a brighter future for veterans and their families.”
Key Provisions of the Bill
1. Enhancements to Caregiver Support
- Full Coverage for Home Nursing Care: The Department of Veterans Affairs (VA) will now cover 100% of the cost of home nursing care for aging and disabled veterans, up from the previous 65%. This change enables veterans to spend their final days at home if they choose.
- Mental Health Support for Caregivers: A new grant program has been established to provide mental health care for caregivers, recognizing the emotional toll of supporting veterans with significant health challenges.
2. Addressing Veteran Homelessness
- Increased Funding for Transitional Housing: The bill raises the VA’s per diem rate for short-term housing programs from 115% of costs to 133%, empowering organizations to provide better support for unhoused veterans.
- Direct Assistance to Veterans: The VA will now have greater flexibility to supply veterans with essential items like bedding, hygiene products, food, and rideshare services to medical appointments.
3. Protecting Veterans’ Health Care Choices
The legislation strengthens veterans’ ability to access non-VA healthcare by ensuring VA administrators cannot override a VA doctor’s referral for outside care, preserving veterans’ autonomy in their treatment decisions.
4. Expanded Job Training and Education Benefits
- High-Tech Job Training Extended: A high-tech job training program for veterans has been extended through 2027, offering new opportunities in growing industries.
- GI Bill Housing Allowance Flexibility: GI Bill beneficiaries in their final semester will continue to receive housing allowances even if they are part-time students.
5. Reimbursement for Ambulance Costs
Veterans in rural areas will now be eligible for VA reimbursement of ambulance transportation costs, addressing a critical gap in healthcare access for remote communities.

The Legislative Journey
The bill, which passed the House with a resounding 382-12 vote in December, faced delays over the summer due to political disagreements regarding the VA’s community care program. A controversial provision about community care funding was removed during negotiations, but a critical clause ensuring veterans’ access to non-VA care was retained.
Despite initial hurdles, the legislation garnered widespread bipartisan support, reflecting a shared commitment to honoring veterans’ sacrifices.
A Brighter Future for Veterans
The Senator Elizabeth Dole Act represents a landmark achievement in veterans’ advocacy, addressing core issues that impact their quality of life. From easing the burden on caregivers to offering stable housing solutions and expanding educational and healthcare benefits, this law promises a better future for millions of veterans and their families.
With the implementation of these measures, the federal government reaffirms its commitment to those who have served, ensuring they receive the respect, care, and opportunities they rightfully deserve.
